Soviets manpower

i dont know if there is something wrong with your numbers but its 1942 and the soviets are on VOLUNTEER ONLY and they have 19 million manpower... and when i tag to them their TOTAL MANPOWER is only 11 million.

I'm pulling the manpower variable directly, I don't really know why it would give different numbers. Maybe it just needs time to update?
