For settings like this please download, Basic Territory or Expansion Territory. We have made the dismantling and raiding to work great with those two mods and settings :D

Bonus tip: If you use Expansion Territory, owners/members of the base can dismantle the base parts looking anywhere at the object, no more trying to find the stupid small area for dismantling!!

When using Expansion territories I found that you have to set "AllowBuildingWithoutATerritory": 0, in BaseBuildingSettings.json for the dismantling to work only for territory members. This means you must build or buy a flag pole before building. If you set it to 1 and allow building without a flag anyone can dismantle even in a territory. Hope that makes sense :)
