Can you please confirm these texture area problems are intentional, or are they a bug?

This is the blackest black in the smoke pallet...and it's barely gray, with jagged splotches of actual black on it. If this is how it's meant to look and it's not a mistaken issue with the textures, then I'll be requesting a refund for this through steam because it just looks ugly in game.
