Can I use this mod in an ongoing save?
Yes, but it will take some time before AI readjusts their economy, don't expect quick changes. A big reason of why Starnet performs well is its early game management and pressure, so you won't get the same feel as you would from a fresh game. Still, if you switch it on in midgame AI will militarise, build and support proper fleet and try to fight its way to the top.

A small exception to this answer happens if you use Universal Districts Patch. The way these mods communicate is by launching an event at the game start, so UDP won't notice that Starnet is running unless Starnet was used from the start.

Is it Ironman compatible

You won't be able to get achievements with this mod, but you can launch it in ironman.

Can you explain gameplay difference between this and Glavius Ultimate AI ?

With Glavius mod empires will grow faster than with Starnet but they will not try to exploit their weak neighbours. Usually galaxy pop population gets much larger when playing with GAI.

Starnet focuses less on growth and balances resources better, this frees a lot of extra resources which Starnet will put into large fleets. Depending on the difficulty you should probably expect seeing around 2-3 times larger fleets around 2230. Later what you see will heavily depend on outcomes of wars and how the alliance web pans out.

Starnet heavily modifies vanilla diplomacy (GAI mostly leaves it intact) making AIs more ruthless and opportunistic. With larger fleets and aggressive behavior AIs will attack each other and a player heavily slowing everyone down. Remember the time in vanilla where you could get to 2250 while having no fleet and having 1k science income? Starnet will not let you do it, it will build fleet, claim all your planets and this 1k science income will become theirs.

So, the galaxy with GAI will be populous, prosperous and split into multiple coexisting countries. Galaxy of Starnet is a crime-filled hellhole where most countries got conquered and swallowed, survivors keep throwing hundreds of ships into each other, wars start from 2220 and should never end. Usually by 2350 most of the AI countries will be dead and one-two huge juggernauts will emerge.

This doesn't necessarily mean that you can't use diplomacy profitably, AI is willing to cooperate (sometimes more willing than in vanilla) but you need to be useful (= have a fleet) and have a common target. Just be aware that unless you federate this alliance will be temporary and once you run out of common enemies it may get dissolved.

Honestly I suggest to just try it out on a fresh save and see it with your own eyes, it will be noticable what is different and how. The game will probably feel rather different to how you used to look at Stellaris.

Can you use this mod together with Glavius?

No, AI mods conflict each other really badly. None of the mods will work well if you use them together.
