If you're talking about the model, then sorry, but they can't change it.
If you're talking about the texture, then I don't know about you but it looks pretty different.
models can be changed.not just the texture.

You can't change the body's model. Come on, this is like a basic thing everyone should know about TennoGen, and even then the first version of this skin was still just a retextured body with a new helmet. Every TennoGen Warframe skin is like this (except for the ones that don't have a new helmet model).
The exact opposite. The body model cannot be changed due to rigging issues, only the texture can be changed as textures do not change rigging. Helmets can have a different model because helmets do not have as many bones.
I'm sure Tennogen creators want to remodel the body as much as you want them to. But they can't. And if you look closely, you'll notice that this submission's textures are much more complex than the standard Khora's textures.
Further, the reason this should not be sold without the body is because the designer of the skin obviously designed the helmet and body to work together, and probably did not design the helmet to work with the standard Khora skin. This may result in a situation where the Tennogen helmet looks very out of place when paired with the standard skin, because it is the design of two different creators put together. You can see this with, for example, that one Hydroid Tennogen helmet. It has different materials than regular Hydroid's body, making it seem a bit more matte than the rest of the body. Had that creator created a skin to go along with the helmet, it would probably fit better.
tl;dr:
1. you are mistaken, Tennogen creations with remeshed bodies will not be accepted
2. changing the texture is the only thing Tennogen creators can do to bodies, whether it's enough or not doesn't matter because it's the only thing that they can do to it
