Flashlight doesn't work on some maps

I'm having trouble with the Flashlight on a few maps. For example in de_school and lastmansion the flashlight doesn't work and it's much too dark to play. SOMETIMES there's a kind of light around the player, like a field of vision, but that isn't there every time you play.
Anyone know of a fix?
