Vitals Center not working?

So I have x22 medical beds in my hospital, 11 on top, 11 on bottom. There is a Vitals center on both top and bottom covering all beds, but for some reason only one works at a time, is it supposed to be like that or am I doing something wrong?

I can upload a picture of it to imgur if that would help. Thanks
