[Bug] Toolkit-based raids are very weak since ~1.2
They are several times weaker than corresponding non-toolkit raids.

One exampIe: I played on Strive to Survive in the Feralisk Infested Jungle and "Big Mechanoid Raid" with ~200k wealth was like 4 machines.

Another example: I played on Blood and Dust on the Sea Ice and "Big Siege" with ~15 wealth was just 1 person, which I never saw for sieges before.
