Survivor Max Health
I noticed there was hidden commands you can use with this, is there any way to change survivor's max health and keep it permanent throughout the map?

I know there already is health on new chapter but for one when survivors get damaged it doesn't decrease the health bar it decreases the number, and also when survivors are low on hp and heal their max health gets set to 100.

I don't know if you can change their max health, maybe there is a game cvar for that. Have you tried checking here?
