Yes, but only for the demoman, seeing as he's black having a prison-themed cosmetic for him would be pretty realistic.

Could it like.... kinda have stats? like slowing you down but you can swing it at enemies to hurt them when you run at them? i know its weird for a cosmetic to have stats but slowing down the person thats wearing it is kinda cool.

sure, but make it even wackier and outlandish. tie a alien to the other end of the chain and add crazy jiggle to it. you found your friend from space mexico neither of you found the key so he's stuck with you.
