Issue on Windows 11 When UAC control pops up ( Or the ctrl+alt+Del screen is up)

I've started having an issue that when a UAC screen would pop up the mouse would start lagging HARD. like, 1 frame per 5 seconds?

The Wallpaper works perfectly, except when UAC or Ctrl+Alt+Del comes on. Then the mouse lags hard.

Doesn't seem to be a "performance" issue per se, but it's a weird one.

Other wallpapers work fine :P
