I don't have the error but I also have the issue with the text in the settings being invisible

Folder name should be "1749971558". Should be AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods\1749971558\

I changed the folder name to 1749971558 and it fixed the text not showing up in the settings...
but it is still giving me the same error and not working.

It might be a conflict between two registered locations of the same mod.

I'm not sure what you mean by "game" there.
The way CS is set up, mods can conflict even when deactivated, because the game still loads all of them before it takes the content manager settings into account.
So unless you mean that \1749971558\ is the only directory under \Mods\ — you should try disabling all mods in content manager, securely backing all your mods up to another location and launching the game with only one mod in there to see if there are any errors.

Yeah, if you have the main version of Real Time in your folder at all, it will throw an error, even if it's disabled in the content manager. So make sure you get rid of all traces of it before trying to launch the game with Real Time Offline.

Fresh everything even the registry is getting wiped for all Visual Studio, .Net, & Cities: Skylines data. brb in 10min.
