Report a translation problem
Shopkeepers will sell any skillbook that can be sold, regardless of the levels you have to reach before they are supposed to sell them. So they will sell books that aren't supposed to appear until level 16 right out of Fort Joy.
This only applies to Odin's shopkeepers and the game's shopkeepers. No other modded shopkeeper has this issue.

"Abilities now cap at level 6, and you only get one point every other level. However, each point grants you access to new skills – regardless of how early you are into the game. If you decide to focus a particular ability tree, all of its skills are open and available to you from the moment you set foot in Fort Joy."
So, I translated that into Odin's vendors. I can't do much about other mods, though.
Alright I tested it... Here are just the default skillbook sellers. I used a completely blank character:
Pre-Patch: Gawin sold 6 books the highest Aerothurg requirement was 3.
Post Patch: Gawin sells 14 books and the highest requirement is 5
-The same also applies to the hydrosophist
So I then checked the Scoundrel, Huntsman, and Warfare vendors and they also sell 14 books but nothing above skill 3.
So I thought "Well, MAYBE Odin does something weird to the vendors that this patch fixes" so I took off Odin and this patch... aaaand.
The Vendors (Elemental and Martial) sell 14 books... But none of them are above skill 3. Meaning that Odin's breaks the original mod, and this patch also breaks it.
TLDR: This patch breaks the elemental vendors as intended... and I don't even know how it manages to.

I also tested it with every mod that alters skills off... It is the same as not having the patch.

(So Odin with DW makes it so elemental vendors act as if DW wasn't on. DW with Odin and this patch seems to break how elemental vendors work and even Odin's vendors are far more generous than native DW Vanilla vendors... at least that is the bug I am getting)

Next I'll test it to see if the default books in the shop just happened to not include anything above a 3, it is more than possible the books sold in the first hour of gameplay are always the same.
I finished that. No change, so it wasn't bad luck.
As to other vendors not touched by Odin's overhauls, my patch doesn't do anything either. So they're left the DW way.
My suggestion is to basically ignore elemental (and necro) vendors as a whole and keep to the Odin's. The rest were kept intact, so you can use the normal ones for Warfare, Scoundrel, etc.

Skill School: Geomancy
Issue:
The ability is intended to heal and give damage reduction by absorbing oil surfaces around the caster, but does not work with undead. This effect can only be used by the caster, so there's no other option for who will use the ability but the caster. Thus, any undead who uses this geomancy skill takes potentially massive damage from what is supposed to be a healing ability only the caster can use.
