I have actually not noticed any issues with the lights while driving, at least for me they work fine.
Now that is a strange one, mine opens fine. did you download the original file from the SCS forums? and do you have software that can open .sii files, my PC defaults to Adobe Dreamwaever but it should be fine with note pad.
I just figured it out and it read without any problems, I changed it to 1.40. Only I have a problem on the average graphics stuttering terribly.

Earlier, there were no problems with the game even on high graphics
have you added any graphics mods at all as again thats not an issue I have experienced,
I run run mine on Ultra with a AMD Ryzen 7 2700 - 16GB 3000MHz RAM - and a Radeon RX590 8GB card. I get some performance issues if I add graphics enhancement mods and with ProMods in big citys but I cant say the truck has slowed me down
most will likely have a lot of issues with this, remember this what we have done is not a fix but a way to make the mod simply work, the creator still needs to fix it themselves

am i doing something wrong?! i open the manifest.sii and change it from 1.39 to 1.40 saved it and put it back into the file and moved across into mod folder but nothing
Shouldn't matter now as the author has made it compatible with 1.40 :)
