Hats and Miscs having stats that affect gameplay is a bad idea, it causes players who lack them to be at a permanent disadvantage. That's why Valve removed Set Bonuses, because you needed a hat for it, and many lacked the full set, let alone the hat. The only cosmetics that should or do have stats, are dueling, gift giving and mvm badges, and the skull island topper / world traveler. Strangifed hats and miscs too. And none of them affect gameplay.
