The stats I envision
[+] No damage falloff
[+] Shoots lasers that pierce through enemies but not buildings
[+] 1 bullet in magazine counts as 4 bullets (as it shoots 4 bullets, essentially a ratio of 4:1)
[+] -15% rev time delay
[+]Under the effects of Crits : lasers travel faster and can pierce through buildings, dealing 110% damage to them.

[-]30% damage penalty
[-]+25% holster deploy
[-]Under the effects of Crits : Marked to Death for the whole duration of the Kritzkrieg.

I believe it is balanced because it is more than enough weaknesses to balance the positives. The fact that the bullet splits in 4 makes the damage penalty feel balanced, I doubt people would actually make the item deal 100 per each bullet and it also doesn't have damage falloff, makig it more important to give a damage penalty so harsh to make it balanced.
