'Grab bag' Seperete mods?

Viewing this as well of a 'test the mod' and more of a 'enabling the dlv like previous arma 3 DLCs'... would it be possible to split the mod into several smaller pick-and-choose mods like cup or RHS? so a server could make use of just the vehicles, weapons, or map with out having to download the full 20gb of data?
