Interesting, we apparently don't have many mods in common.

I have found the answer to the problem. Just move the mod around. I put it at the top of the mod list over QEE and that worked just fine. I hope you find it helpful
I made a save with only Core, Hugs Lib and Life support enabled and this still happened to me.
Plus, it doesn't do anything against bleeding out. I hurried to arrest someone mid combat and put her down in a bed with life support. Ignored her because my doctor was needed on the front line and well... life support. Prisoner died right after.
Edit: I found the Restraints Mod[www.google.com] and because the restrains hinder all movement the pawns/prisoners dont just try and stand up and instantly die
