Possibly a bag with a thousand (1000) Manipulator modules. Wouldnt need something like 9,000,000 modules but enough to fully max out the manipulator, even with mods to add more options to it.

Your forgeting tech cards and upgrade modules aswell.

Tech Cards, yes. Upgrade modules... possibly 5-10 per bag, since the said bags are cheep to make anyhow. Plus, there are those with the more ship upgrades, pushing it up to 10 levels. So...
