That's a notorious bug. I already know that. The bug is not only about evasion, but also about other skills. For example, Water-Calss character's skill "Wisdom of the river" cause similar problem.
That is, the bigger problem. If evasion is the only problem, Just replace the effect of the skill. In this case, however, the mechanism of the skill may have to be fixed. It's hard to find and fix these hard-code-level bugs.

I tested in quick battles and it does work there without the mod. No idea about campaign though.

That's because Gan Ning in custom battles already has one-handed weapons. That skill is not activated when character equipped with a two-handed weapon. However, Gan Ning can only use two-handed weapons. That's why I modified his weapons restrictions.
I don't think that's a bug, it's a problem of TW:3K's systems. In Xiahou Yuan & Zhang Fei case, Because the character's upkeep is too high, AI can't handle it and firing these characters. This problem can be solved by using a mod that lowers the upkeep cost of characters.
In Sima Yi's case, He's a high-rank character, and He's traits setting to have high ambitions.So, Not only AI, but also player cannot be satisfied with him...
It's just seems really dumb that Ai Cao Cao gets him from an event but losses him the next turn, because the AI doesn't know how to rearrange its court to keep him. Not a big deal for players, as we know how to remove someone from a court position to make a place for him when we get him.

I just hate how the Ai dismiss unique characters and the endgame always seem to be me fighting non-unique characters.
