It is a fake beard. For example if a kid wears a fake beard it doesn't make him have facial hair. In-fact the idea that the scout has to wear a fake beard amplifies the feeling of being a little sad sad man.

Good idea, but no. Look at the cardboard cut-throat(cardboard pirate all-class we got a while ago). Scout doesn’t get beard cosmetics, even if fake
