A fire brigade would be cool, but also pretty useless. Just have a building with a radius and any amount of people employed put out fires. sounds cool, probably wouldn't use it...

I've had a few more ideas but feel free to disregard them...

smaller, easier trade ships suited for smaller settlements (Like a ship that trades only specific products)

or being able to go raiding? (but that would be annoying to code)
