what to do if a mod "doesnt work"

Reserves

I like your mods and have most of them installed.
I've stated a new Cao Cao campaign and have noticed the 'Ample Food' bonus which supplies two reserves to all my commanderies isn't providing two reserves. It's showing as zero and isn't increasing. Is this a bug or intended?

the reserve bonus is for AI, the player gets -2 reserves
