My friend hosted a local server and I joined her. I loaded in late and I was dead. Then she rescued me in a bathroom stall and after that, we typed in !Start and no zombies came. Do we have to play with exactly 4 survivors or is it because I loaded in late?

Are you sure you were running the mutation? Did you try typing !start and not !Start?
