How to avoid civil war? (Tarkin)
I'd taken everything I needed to take, but the civil war still happened, and a month earlier than it was supposed to. It happened on Aug 9, 1939, and I had control of Saudi Arabia, Iraq, Iran, and Afghanistan. Am I supposed to annex my puppets before this? Am I supposed to integrate Afghanistan before this?

The current event chain is bugged. You cannot avoid the civil war or receive any of the backstory events until it is fixed. Avoiding the civil war will require owning and integrating both Afghanistan and Iran before the civil war event fires.
