No Cult of the Damned
For some reason in my game (Dark Portal bookmark) the plague never happened and the Scourge never spawned so there's no Cult of the Damned... Is there a way for me to become a Lich without the Cult?

Also without the Cult is there a way to change government type so I can adopt the undead one?

Yes, if you're a 7 level or above necromancer, you can turn yourself a lich via this desicion.

No, it's exclusive to Death God religion. Looks like in your game Ner'zhul died on Draenor.
