Its used on items that have options you can cycle through -- such as the alternate design looks to the pillars, walls, railings..
Just equip it like a weapon, point at a pillar or wall and shoot.. instead of shooting anything, it cycles through the optional looks that item has. Great for when you have a lot of tiles to change to an alternate design look.
Go to the workshop and unsubscribe to the add-on, wait 10 seconds.. then re-subscribe. Then re-add to server again. Maybe just something with yours. Works fine for me on all maps and all players on the map.
Welcome. Just so you know.. it does not use ammo. Maybe destroy it and make a new one.
Add say a foundation, stick a village tier wall (it has the most cosmetic options), then put pillars on both sides of the wall. Then equip the change rool (which look like a sawed off shot gun in your hand).. aim it at the wall or the pillar and fire at it while having that change root equipped.. it should cycle through the available alt cosmetic looks of the wall each time you 'fire' at it with the change tool.
I do realise that the tool does not use ammo, I was just making a joke about the "NO AMMO" message I get whenever I try to use the thing. Obviously it wasn't a very good joke. lol
Typo "root" = 'Tool' (the shotgun looking thing you see when its equipped)
Maybe try a different map/server
Also, maybe try changing the load sequence for this mod to load before the others or vice-versa.
