Cosmetic change tool

For whatever reason I am unable to use the change tool. Every time I “fire” its says there is no ammo and will not change anything. What am I missing here?

To clarify i am playing on steam deck so these are controller settings. If I am hitting the wrong button then I can map it if need be.

I think whats happening is the S+ mod gun takes over the usability the other gun had. I can use the S+ gun to change stuff just the same.
