Furthermore, the base +2 speed in position 4 with Sagari gives you a quicker turn than Pin Down, and Scorched Saddle gives you +2 speed on melee hit, which also stacks as a buff. This means that you will be faster than a Pin Down build which is buffing +3 every turn, by +1 for one turn, then equal, then Pin Down surpasses it by +1 for a total of +9, compared to Sagai/Saddle +8, for that turn and moving forward, assuming they both continue spamming the same move "in a vacuum."
All being said and done, Pin down starts off sliiightly slower, doesn't need two items to make it work, and you could just buff Pin Down with more trinkets to make it better for damage.
But who goes for that when you can have SPOOKY HORSEY STAB with CRITS for 33 DAMAGE every 5-6 attacks on average!!
tl:dr Pin Down is still better (ONLY because of the potential for it to be paired with other trinkets), you're not wrong, but not by as much and not for the reason one would think just looking at Sagari by itself.
