Bug report/needed change
I find the Civ Train is not in the tech tree or any menu. This is a problem for some of the nations that start undeveloped and don't have the train researched, meaning no track construction or production of trains. This wasn't much of a problem when I played Vendia and went Harmonist; but it very much was when I played Pywren.

trains are at the buttom of the support company tree

if they are not you have another mod active that edits the techtree and thus messes up the UI. Long Night for instance works still with the pre-doctrine techtree which simply just breaks about 80% of it, it also does not properly add/modify charcters thanks to changed parameters for it, and it's modder refuses to update the i think 3 files or so needed for it.
