Breaking NATO naturally in game

is there a way to break NATO naturally? without the cheat to disband all factions?

If countries change ideology to a non-democratic ideology that'll do it a lot of the time, especially if the US does it via a focus tree. There's no mechanic to get nations to leave and I'm not sure why there would be.
