Novum Vexillum Doesn’t work

i tried like 5 different versions including the standard workshop version but it always just starts the normal game. I’ve tried other versions but no luck. All the other mods work, what should i do?

Disable all submods, even ones that you think aren't related.
Delete \Documents\Paradox Interactive\Hearts of Iron IV\mod but backup your saves first
Re-subscribe to the mod.
