What is the point of Von Neurath?

It says something about a Rhineland bonus, but it doesn't do anything that I've noticed and on top of the extra 20% justification time it seems like a big waste of pp. Is it supposed to give something or am I missing it?

I think it gives a better chance for the french not reject the rhineland remilitarization
