downed AI health issue

Hi, I'm new to arma 3 and not running any other mods or packages. When the AI goes down it takes like 7 headshots to kill, I've seen other discussions saying it might be ACE but I don't even know what it is and I'm not running it, any help with this issue?

Same happens to me! :/ Enemies have a great resistance to die when injured several times in their heads... No ACE here too.
