Incorrect LOD UV Mapping
I noticed that, when dumping the mesh for the Large Avenue with Bus Lanes, the LOD meshes don't have correct UV mapping, though the main meshes work fine. It's not a matter of flipping the image texture; the LOD mesh UV maps don't line up with the texture in any orientation. Importing the LOD and non-LOD meshes into Blender shows that the LOD UV map seems to be just a straight square top-down projection, rather than conforming to the image texture like the main mesh. Is this something you can fix in the Network Dump Tool?
