The 13th Dye
There are 4 dyes in the Bloomin' Idiots shop, 4 dyes in the shop with the blue diamond neon, and there are 4 dyes in the secret Nyakuza shop.

The mod page says that there are "13" dyes in the game.

Has anyone else found the last dye?

Turn your gaze towards the heavens and find a method of travel, as what you seek can be found overlooking the island. :shockjockey:

Use anything and everything available to you; this includes workshop content and the developer console. Your goal lies in the heavens!

Alternatively (spoiler tag hides the exact location): Find any way to jump really high into the sky either by flying with the `ghost` command, via workshop content that enables flight or infinite jumps, or via the bucket glitch. There's a floating island directly above the plateau with the water wheel; the 13th dye is hidden there. You'll know you're getting close to the height the island is at when the overworld music changes.
