I think the confusion is because Advanced Space Crusade is merely a "mod" (a Steam Workshop item) for Tabletop Simulator -- it can only be used from inside of Tabletop Simulator.
In the Steam desktop app, your Library only shows games, not workshop items. That's why you're not seeing Advanced Space Crusade there.
You can play Advanced Space Crusade by following these steps:
1. Boot up Tabletop Simulator from your Steam desktop application.
2. Inside Tabletop Simulator, click "Create" and then "Singleplayer" or "Multiplayer".
3. When the "Games" window pops up, click the blue "Workshop" button, then find & click on the Advanced Space Crusade thumbnail. You can browse visually or use the search bar at the top of the pop-up window.
