Potential bug regarding factions

Playing as Germany, I get an event/decision about letting the Turkish State join the Stahlpakt. I accept but nothing happens. I recreated this problem two more times because it would've been neat if it worked. So:
1. Is this a known bug?
2. Is there a fix for this that I could apply myself?
