Really needs Kaisserreich division limits and other mod issues
This mod really needs the above. It is very frustrating when as Germany against France and Italy every single border tile has 5-8 divisions from either country against you. Although France and Italy are weaker than Germany one on one, the tide is really against the Reich when they are together. Not to mention you are competing against their air forces as well. In vanilla the balance is much better as it allows Germany to be aggressive but for the Allies (if played by a player) to make a successful defense with a good risk of losing if not careful. Of course, France and Italy's surrender limits have been overbuffed so even taking Paris or Rome will not get them to capitulate. (Even taking all of the Italian mainland will not make them capitulate, you have to take Corsica and Sardina as well, lol) It seems designed to be as frustrating and sloggish as possible, so that way Germany can't be too overpowered. Which, I suppose that's fair? But at least being overpowered is fun and dynamic, and this is not. There are more better ways for Germany to be less overpowered anyway, such as implementing division limits or limiting the amount of buffs they get. And others I'll go into later.

Division spam is a big issue since it messes up tank play and turns a lot of tiles into a grind where you are constantly deorging division after division but the AI just keeps replacing them, preventing your troops from moving forward and eating up their own organization as well. Even when attacking through Belgium, getting an encirclement of 20ish French divisions in Germany and one against Italy in Austria. There were still no weaknesses in their lines for me to exploit, and they had too many divisions on each and every tile. There is not very much room to manuver in many of these fronts either as there are just way too many divisions for the amount of tiles involved in the war. And of course, France gets defensive buffs if you breach into their territory. Do they need MORE help making this into a defensive slog? There have been mega buffs to manpower for all sides as well, so everyone can just tank millions of losses and still be at extensive or limited conscription. Just prolonging the game indefinitely.

I am not sure if this mod sets out to be a great war simulator or anything? Personally and I think most people prefer the more mobile warfare style of play where there can be breakthroughs and mass movements and attacks, and a very fluid front. I think Hoi4 is at it's worst when the front is very static and stalemates, as the developers of the game themselves have admitted defense is a weaker aspect of the game and needs improvement. If there's so many divisions in the Rhine that the AI is attritioning and I'm attritioning and it doesn't even matter and there are over 100 divisions on both sides in the Rhine fighting for extremely tiny tiles of land., I think there is an issue.

My suggestions would be limiting the divisions for all majors. Probably 100ish for Germany, 60 for France and 50 for Italy with 20 odd ones in Belgium. Make France a good air power but Italy a little inefficient so there is a balance between German and Entente air. And keep the UK as it is as the wildcard that could join either side. I think that's a good balance for a more mobile warfare but still puts pressure on both sides to perform well to get those breakthroughs. If this is still too much in Germany's favor then perhaps you could make events that get Poland, Czechs, or Soviets involved earlier in the war against Germany if the Entente does certain things, or a US or UK intervention. This more fluid and fast paced type of war I think plays to hoi4's strengths.


Overall the mod is very interesting in what it attempts to do and I really want to see it succeed, but the few games I've played as majors have all been very grindy division spam stalemates.

I would suggest, that it is not wise to put a simple arbitrary force limit for majors, it would be better to make the force limit dependent on the industrial capabilities.

That would be ideal but the way this game's ai works is that it tends to spam out trash divisions ad infinity unless limitations like production and such are put into place. If you want a buffed producing or nations that can all roughly compete with one another. I think it's important for game balance to have limits on divisions in place. Now this is not the only solution or the best one, but since this mod already borrows so much from Kaissereich I thought it'd be an easy one to implement.
