Weak Emperor bug
Well I'm playing as Austria and cannot pass any reform becouse of "weak emperor -81.02" (!) modifire. I united all Austrian lands, conquered Dalmatia and half of Papal state, 232 dev and 14k army in 1405 and also 80 IA. So yeah, cool.

What Amount of Autonomy do your provinces have? Cause Weak Emperor is a Vanilla Modifier that scales with the overall Development of your Nation, taking Local Autonomy into Account so if your [Development - Development × Local Autonomy is less then 100 you get the Malus.
