So I'm playing as England and have Aquitaine as the special vassal type that can't be integrated. At the bottom of my decisions list is the decision to change it to a normal PU. I dutifully fullfill all the requirements, having the proper amount of monarch points, 0 over extension, Aquitaine's freedom desire is below 25%, I have a ruler with 4 Adm etc etc. However, upon meeting said requirements, the decision disappears from the list entirely. When I hover over the decisions tab in the map view UI and it lists the decisions there in their brief form, the decision to PU Aquitaine shows up there as a chooseable decision but is not present when I actually open the decisions tab. Any idea what might be going on here?

I ended up using the cheat to PU them anyway but I just thought this issue should be brought up
