Cant start GEM

For some odd reason GEM will not start up, i followed all the steps correctly but its doing nothing, but i did change the settings around a bit and my screen kept giving me a massive frame rate drop and none stop constant static screen during the opening launch video, to the menu screen, any idea of what is going on?
