Mod acts like it doesn't exist even though its at the top of my mod list?

I cant change to any character there is. it wont give me the option

I downloaded this mod and everything and it wont give me the chance to pick a character when creating a new one or even when i press options. It wont pop u? help?

I use mod map and i put the mod first but it was second after mod map. How to run it??
