General Balancing.

Dio's Dspecial either needs to have a few more frames or if its possible can stun the rival when it gets hit by a projectile so Dio can move closer to hit the rival,also the knifes needs to have more DMG in my opinion.other then this, it is a Fantastic character.

Dio's Dspecial can be used way too fast back to back, there's hardly a window to punish.

and ZA WARUDO should make the opponent get stunned for 5 sec allowing you to deal damage to him the knock back will aply when that 5 sec ends

The Side Heavy Attack (Muda Barrage) and the Down Heavy (counter move) are a bit Busted. In a cheap combo, you can fling the enemy around the map and make them fling harder with every Side Heavy (also the Hitbox is too large), and when they resist by attacking or while being combo'd, you can just do the Down Heavy mid air and counter a definite combo. The Side Heavy should have a longer cooldown and the Down Heavy should be only be usable while on the ground. Maybe this is a bit harsh for the Down Heavy, but this is all i can think of right now.
