メイトウ持ちはデッドキャット所属の漁村にいます。(北と東にありますがそのどちらかにいます)

There are Dead Cat Faction fishing villages in the north and east. He is in the first fishing village that he visited for the first time from the start of the game (or from import).

If he's not in the BAR, I think he's roaming outside.
