not sure on what devouring swarms would have, but I kinda have an idea for xenophiles, perhaps uniting the galaxy under a single federation? (would probably fall apart pretty quick, but perhaps it'd include a +1000 opinion boost for all empires towards each other or something)
This wish depends upon there being a Fallen Empire in the game that shares your Ethic, otherwise the wish won't work/will be wasted. If there is, the Nyblax Cube will brainwash this entire Fallen Empire, giving them a permanent opinion bonus to you, and causes them to form a special Federation with you (or alternatively will join one you're already in), with this Fallen Empire constantly showering you with gifts and joining any war you fight.
Be warned... if the opposite Ethic Fallen Empire exists in the game, they will eventually realize what happened, Awaken, and declare a War in Heaven, with the intention of wiping BOTH of you out.

Hi! and thanks for your feedback! in my experience it is really hard to get all the runes. the kill all thingy is only if you get all the runes, forge the cube and use it. the plan is to have a bunch of endgame wishes. i want the cube to be a winning condition, and thus, something to chase while at midgame.
To be honest, i did like 10 runs and i was never able to collect all the runes (basically cuz of pop lag xD)
having the runes will hurt the other empires opinion so they will wage more war on you, making midgame a lot more interesting!
I like it!! ill have to dig deeper on this idea since ill have to work with fallen empires for it, love it!
An egalitarian ethic empire causes dictatorships and monarchies to collapse and in their place a democratic empire takes their place.
An xenophile ethic empire may be able to increase their relations or form a huge federation which everyone in it has really high relations with each other.
-1000 for cube is deadly and some wishes could be OP for middle game crisis. Maybe add option when you defeat collector destroy cube and after end game (yes Endgame) you can built cube and finish game in your way.

Materialist - "Knowledge." Massive tech boost for 30 years or so, maybe 200% (as Dreamreamer suggested). Additionally, make few Fallen Empire techs researchable, or give them to the player outright.
Spiritualist - "Show them all the True Faith." Insta-convert pops across the galaxy to Spiritualism, massive unity boost for 30 years or so, maybe 150%, gives leaders a new Messiah trait that gives absurd bonuses comparable to Chosen One from psionics (that stacks with Chosen One)
Authoritarian - "All will kneel before [Leader Name Here]" Your ruler gets an Unquestioned Overlord trait that increases lifespan, admin capacity, influence gain, unity gain, ship fire rate, and empire-wide job production, while reducing crime and increasing stability on all planets. This will be the best leader trait in the game, think Leto II-tier if you've read God-Emperor of Dune.
Egalitarian - "Break the Wheel." All governments become Democracies, all slavery is abolished, and all Authoritarians become Egalitarian instead. You get a big fat influence gain boost and an opinion boost with all egalitarians, and pop happiness goes way up across your empire.
Xenophobe - "Ruination of The Xenos." Every species in the galaxy that isn't yours is suddenly and forcefully given a terrible trait that cuts their job production in half, except for xenos slaves within your empire, who get a small bonus instead (maybe called "belongs in chains" or something similarly nasty). You also get a decent influence boost and ship fire rate increase, so you have every ingredient required to tear through your neighbors, who will be suffering from a terrible economic crash.
Xenophile - "Galactic Harmony." Unlocks a decision, usable X number of times, (to be decided based on balance and likely as a function of number of civs in the galaxy) to add any empire to your federation, pulling them out of their own and giving them a massive boost in opinion toward you and a less-massive one toward all other federation members, removing any rivals they have in the federation and making them Xenophilic if they weren't before. I say this rather than the "add everyone to your federation" because it is more fun and tactical. I don't want these to be a "You win the game" button because then you don't really get to *experience* their power.
Militarist - "The War At the End of Days." All your ships get massive damage and evasion buffs, and you get +100% alloy production, so you can truly conquer the galaxy with by flame and steel like you always wanted. Also makes claims free. All of them. You can Claim every system in the galaxy.
Pacifist - "A Golden Age of Peace." A galaxy-wide truce is enforced for 30 years or so, and you get a huge increase to build speed for starbases and their buildings, planet buildings and districts, and megastructures, as well as very strong buffs to mineral, alloy, unity, and influence production. Basically, this guarantees your pacifist empire can buckle down and do what they want to do
EDIT: Who could forget the alternate government types?
I tried to make these fit with what each government type would want, although the Megacorp also has regular ethics to choose from.
Megacorp: "Total Market Penetration." Commercial pacts with everyone, Branch Offices no longer affect Empire Sprawl, and you steal every other Megacorp's Branch Offices. You are now the galaxy's top seller of everything. Throw in a market fee reduction big enough to ensure they reach the minimum fee of 5% just for kicks.
Hive Mind: "Grow." Incredible boosts to admin capacity, pop growth speed, food production, influence gain, and Unity. These can be permanent, as the Hive is truly changing itself. They could also take the form of a powerful free species trait. Also give them access to the "Ruination of the Xenos" wish with a different name, like "Paralyze the Prey."
Machine Intelligence: "Optimize." Unlocks a set of Planetary Decisions to give one or two of a few different buffs, giving massive buffs to either research, alloy, mineral, energy, unity, or Consumer Goods production. This will let Machine intelligences create the best possible forge worlds, generator worlds, etc. You could also do something similar with an Empire-wide Policy that gives one of a few different buffs. This feels optimization-focused and somewhat robotic to me, so it seems to fit.
And keep the one you have for Fanatic Exterminator types.
I might come back and do the more specific government types (Rogue Servitors and such) but I have to go to class now.

Balance - Cut all empires planet pops by half. Mass panic as buildings become disabled and jobs are unfulfilled. But apply a reduction in time taken to fill lower jobs.
(At least I didn't see it in the options, unless I my friend managed to miss it)
This is kind of like your "I win" wish but it puts the power into your Empire, playing on the idea that your Empire is a bunch of War Junkies and enjoy the fighting more than "cleansing."
Originally I was going to suggest lower % gains but if the wish is SUPPOSED to be an "I Win" button, then I figured those gains could be OP without issue.
For empires who could not dig any runes, getting rune war-goal and the Collector going mad are felt bit abrupt.
