Anyways, ship quality is influenced by the quality of the shipyard. You say you built a ship with a double durability shipyard and got a ship with 180% quality, this is in fact intentional, as it does the same thing with the Vanilla ships with Vanilla Shipyards. It is how you get a ship to have more levels available. The higher the quality ship, the levels it can achieve.
I had built a AS War Galleon out of a Common AS Shipyard and my ship maxed out at Level 42 qith a 100% Quality rating. I am assuming that with a 200% quality, you can get 84 levels out of a ship, but I am honestly just now figuring this stuff out myself.
