Instructions for loading
In steam, subscribe to the skin.

In your steam settings make sure 'steam community ingame' is enabled - click on steam (top left) then on settings to open a panel, then on the ingame tab, then make sure there is a tick in the 'enable steam community ingame' box.

Run the game and load a game save, then click the 'fm' drop down menu and click on downloads, then on the workshop tab, the skin should be displayed, with an option to install it, the change will be instant so you will know if you've done it correctly.

User 'Troy Mclure' also gave some useful information elsewhere for people with custom graphics already loaded:
"You have to move your graphics folder where your facepacks/logos/kits are if you downloaded any or else the game will freeze when you view the workshop. You can put them back after you apply the new skin"
Downloads on the FM tab in game is grey-out on mine.
You need to enable 'steam community in game' from within your steam settings, instructions in the first post for that bit.

STEAM > Preferences > In-Game > Tick "Enable Steam Community In-Game"

When i press the "Steam Workshop" tab, it says : Processing - please wait..

And freezes :( ?

rename your graphics folder please to something else, then load FM ;)

wont i be missing all of my player faces, kits, logos etc ?
Once you have moved or renamed your graphics folder you load your skin, then move it back or restore it's name.

Downloads button is greyed out when user is:
- In Steam Offline Mode
- Network Games
- Versus Mode Games
- FMC Challenges
- Demo version of the game
- Steam Community 'In-Game' is unticked.

Please make sure none of the above are the case and you should be able to access the Downloads section.

Why 'steam_workshop' forder is downloded into ...\documents\Sports Interactive\Football Manager 2014?

It surely can't be hard to include a dark skin in the main game... I installed this from workshop and when it's activated everything is white, not very dark now is it?
