Any Way to Disable Changes to "Protect the Device?"

I'm not sure if it's a bug on my end or it's just me not being that good at the game, but the PtD missions are borderline unwinnable for me. What would I need to comment in in which .ini(s) to disable the changes made to them, if possible?
