Not a Bad Start
I really like the overall concept of the skin, however my biggest point of criticism is the helmet. I think it looks a bit to bulky for a frame like Garuda, but I think if you removed the two lower side rails of the helmet it could fix that. Otherwise, keep up the great work!

I dunno, it has a certain look to it that I feel the rails add to. A different look than vanilla Garuda, but I feel like that's the strength of Tennogen. These skins can completely reinvent a frame's aesthetic.
I'm not sure quite what it reminds me of, maybe a little Evangelion, a little cyberpunk, but whatever it is, it's a damn fine design.

I like the X shape. My main thing is the lack of eyes/lights. Base Garuda has the 4 red lights, her alt helmet has the big V. as far as I can tell, this has none

I really like the helmet ideas with the skin, it reminds me a LITTLE bit of the Ultron design from the MCU

not a bad start. The helmet looks pretty good but I think you need some more work on the body. Changing things more.
